From a group I belong to:
"I agree, gov't corruption seems to be everywhere, even small-town America. With regards to police cars trailing innocent "victims", I want to share something that a street-wise friend of mine shared with me a few years ago and I had opportunity to experience firsthand, with good results. When you see a patrol car obviously following (without flashing lights) in your rearview and you know of nothing wrong that you have done to provoke the "follow-up", pull over if at all possible as soon as possible, and hopefully in a safe place, well lit, out of the flow of traffic. Supposedly, if they don't have their lights on yet, they haven't gotten anything on you yet, but this gives you a measure of control since they don't have everything together against you yet. When they ask why you were pulling over since they didn't have theirlights on yet, respectfully tell them that you could see that theywere following you, and you wanted to know how you could help them. And remain respectful."
